I lost my naturalization certificate before applying for US passport. I applied for replacement of certificate 3 months ago, but the process takes one year.

I need to travel so I contacted Department of State on how to get US passport. They asked me to send receipt proving that I applied for new certificate and letter of verification.

INS office in Kansas City refused to issue this certification. They said that there is no legal communication between them and Department of State.

So I am stuck now - I send all my passport documents except letter of verification but I am afraid that this will not be enough. I already purchased tickets for end of June.

Any suggestions on whom to contact or how to get INS to issue this letter for me? I have another appointment with immigration officer on 06/09.

Any thought are appreciated.Thanks.

Did you have copy of your naturalization certificate? If not, this will not be easy.

You started on the wrong foot.. all communication you made to Department of State and USCIS should be made and cc to both. This is very delicate matter and I am not surprised if you will have to postpone your trip.

Hello Macamala:
My mother is in the same situation as you. She had an INS InfoPass appointment on Friday with the office in Charleston, WV and they said they could not issue this letter. They said the letter had to come from the Texas Service Center where she mailed her N-565. She is suppose to travel in two weeks. Have you had any resolution? Will the Passport Agency make any exceptions? Thank you.
