I live in a condo where the exterior paint is peeling off my exterior shingles. I think the shingles may be cedar which could explain the problem. Do you have a suggestion about what kind of paint to use on cedar shingles? Oil base? Primer? etc.

Use a stain on the shingles not a paint. There are many solid color stains available and oil or latex will work, I'd go with latex as it's easier to clean up.
