Car was sold to individual who was supposed to have title changed over but I received a parking citation in mail so apparently he did not change it. And I have no proof of sale. It was sold as a junk car

Bring your bill of sale to the dmv.

Who did you sell it to, do you know them. And it is a lesson learned not to ever sell with out a bill of sale. YOu will need to go to the DMV and see what can be done in your state
