I live in Pennsylvania (Delaware County) and live in and own a 3rd floor condo apartment. Recently, the owner directly above me completely renovated his condo. It appears he/she put in little if any insulation under the carpet and extended the kitchen with wood flooring that also has little or any insulation. The result is I now listen to every move made by the tenant above me. My question(s) are:
1. Are there laws regarding insulation requirements?
2. What can I do to have this situation remedied?
3. Are there requirements for permits to be issued?
4. Where can I find out if a permit was issued if required?
I would like to approach the owner(s) with at least a little knowledge on what are the requirements.
