I am currently working on my business plan to start my own banquet/meeting hall. I am having trouble finding information on who to contact to make sure I get the appropriate permits and licenses for the business. I live in PA and the websites I have been going to for information are not very helpful. Thank you for any advice you can give me.

Will you be preparing food, then you have to get your kitchen cleared with the health department, will you be serving alcoholic drinks, you will have to get a liquor license, you will need a city business license.
The fire marshall or building inspector or both will have to OK the building to be used and set a limit on the number of people you can have in it at any one time.

If you contact the city officials where you will be operating this business, they will be able to tell you what, where and how to get what you need as far as permits and licenses.
http://www.sba.gov/ and SCORE | Counselors to America's Small Business | SCORE (http://www.score.org/index.html) can also be excellent resources concerning the information it is that you seek as well as formulating your business plan.
Also, if you type the two words, Banquet Hall in to the search function at the top of this page, you might also find information that is helpful to you on questions that have to do with starting such a business.
