Looks like lime is chalking and flaking off in the mortar joints of my foundation. It is not happening everywhere just in a few locations. Is there a way to seal this or how would I repair this problem. It is only happening in the garage in a couple of placs. Thanks

It's called effervesence (spelling) and it can be removed with muratic acid (from hardware store) or a Dryloc etch powder that's mixed with water wherever Dryloc paints are sold.
To get rid of the problem, you have to get rid of the moisture or waterproof the walls with Dryloc paint.
Muratic acid is a dilute form of hydrochloric acid.
