I know a friend, he marry to a girl while in still in the country. After they get married, his parents sponsor him, his wife, and his 3 months old kid. Soon after they over to the U.S, she pressed him to sponsor her family to move over here. After she got her citizenship, she sponsor her mom to the U.S, nonetheless, she doesn't have the financial income to do so...

Things get worsen. He wonder if he can report the case as immigration fraud, if so, how would he do it? Is there any number that he can call and still stay anonymous?

What do you mean by "fraud"? Are they still married?
To sponsor parents to US, petitioner must meet the requirements as specified in I-864, and consent from spouse is also needed.

I don't see the point why he want to report this matter.. In fact, he should be careful in reporting this matter to ICE, because he might be charged for conspiracy, immigration fraud, etc. If he is unhappy with this marriage, just get divorce.
