I have a patio wall made of cinder block covered with plaster and painted over (a couple of years ago). I don't think the painter used the right paint as we now have bubbling of the plaster and in several areas plaster has fallen off the wall. Is there a way to patch these spots or do I need to redo the entire wall? Also is it the paint the guy used? (In case I redo the whole wall and want to then repaint).
Thanks

Concrete block used for a patio wall is very porous and can suck up quite a bit of moisture and I think this is you problem. If it is popping in some spots the whole wall can eventually fail. I don't know how large the wall is so maybe a small patch job is more feasible from the pocketbook side. Wire brush the area, etch it with acid, and coat with a good block filler.
