I know someone who works for a prison that receives payments from either his employee for allowing inmates that are released from prison to stay at his city apartment. I believe that the prison pays a substantial amount to house these former inmates their initial 2-3 days out of prison.

Unless the prison has a rule that an employee can not be a vendor for the prison, to house inmates for the first few days , at state expense, this would be something that would be bid out. There would be requests for bids from various vendors.
One does not just bill a prison without the bill going though several people for approvels.
Next having been working for several state and federal prisons I know of no program like this, in most cases they give them a small check and a buss ticket. This may be though some social program, church program or something like that
