I have high voltage at the contactor,
Thermostat is working,
I bypassed thermostat but condenser will not start
I am missing 24V and contactor does not engage:D

Track down the 24 volt circuit and see where the defect is. All you need to do is find the component/wire failure area and repair. Make sure to take a good look at the wiring to the outside condensing unit especially if you have a dog outside. They just love to chew the wires.
