I am having the same kind of problem (same Mower) and I have tried cleaning the deck, but still no engaging. Would you recommend removing the deck to get to the idler (tensioner) or is there a way to get to it with deck attached? The mower worked fine when I put it up for the winter. Now first mowing of the spring, I have this problem.
Thanks in advance for any help.
Jeff

Jeff, your question was moved here because it was "piggy backing" on another post. Your answers will be posted here now. Welcome to amhd.com.
You can gain access to all the pulleys on the deck with the deck attached, but of course you will be able to clean, lube and generally be able to inspect the deck much more closely if you pull it from under the tractor.
