About ready to give up. It is a dll file called pmnILBrr.dll and it spawns new adware and spyware as it lives on. The spware and adware I can kill but the file itself is impossible. I tried safe mode, safe mode with a command prompt, it always shows as being used by another program. It must have attached itself to a windows critical process, in that case, maybe I should just backup and reformat... for the 4th time?

This never fails for removing files like that. First of all, reboot to DOS. Go to the directory where the file is located. Type in this command: DEL /P. This will go down every file in the directory and will ask you if you want to delete each one. Type N for the OK files and Y for the one you want to delete.
