My plastic fuse box has a wooden baseboard. Am I required to replace this under modern IEE Regs.

Can you provide some pictures of what you have? Also, where are you located?
My guess is in the UK. If so, what your looking for is the "BS 7671 Wiring Regulations", which I cannot find available to review on line, other than a brief sample found at here (http://books.google.com/books?hl=en&id=budbnBSGsG0C&dq=bs+7671+wiring+regulations&printsec=frontcover&source=web&ots=GDUEh7jx5s&sig=e1pZ1Sg0ULyCFUR4K16laYqlCLM#PPA9,M1). You should be able to find a copy at a library.
If the wood was furnish with the fuse box from the manufacturer, then it should be fine. If someone added the wood in the field, then no, it should not be there and should be removed or otherwise replaced.

Thank you for the advice. I am in Uk but unfortunately do not have a camera. I cannot see a wooden base plate but can believe it is smaller than the plastic fuse box which therefore covers it. It is just that I do not want my installation unnecessarily messed about with.
