I live on the 7th floor of an art deco block with 600 flats. There is a central boiler in the basement, my flat is opposite. The heating and water is centrally controlled. There is on the roof several water pumps and tanks. Since the heating came on in October I have been complaining to the on-site plumber and building manager of a resonating noice and humming continually and my apartment is experiencing constant vibration. It gets worse at 12.30 am and 4.30 am. It is so bad water in glass tumblers move. I am at my wits end. I feel I am being fobbed off, this as been going on for 7 months. I want to engage a lawyer to speed action and get discount from my service charge but I'd like to know if this is possible.

Put your complaint in writing and send it postal special with a return receipt. This way they have to sign for the mail from you and cannot say they did not get it. Wait 60 days and if you do not hear from them record the noise so you have a record of the sound. Then contact a lawyer with your information.
