How do you put a shut off on lead pipe that comes out of the floor in your basement. The pipe is three quarters of an inch in dia. I was told I can but a compression shut off.

Before I try to help you I have a question. Sometimes folks use the term lead pipe in a generic sense. Is this truly a lead pipe or is it iron or galvanized? Back to you

I agree with BallengerB1...sounds too small to be a lead water line.
If lead then I would recommend removing this water line and replacing with an updated water line... but you knew you would here that from us...right?
If can't replace at this time, investigate Lead Lok fittings (see pic.) online. They are used to transition from lead pipe to copper pipe. Once fitting is installed then can add a new shutoff (regular sweat or compression... either one will require a piece of copper pipe to be installed between the transition fitting and the new shutoff).
You cannot just install a regular compression shutoff on lead. Must be of the lead lok type transition fitting or similar.
I am betting this is a galvanized pipe... let us know for sure. See what we can do. Mark

This is a lead pipe that they use in chicago I live on the far south side. This pipe comes up through the concrete floor in my basement.

What you need it called a Ford fitting. I know you can get them from Shilvock Plumbing 2226 N. Milwaukee, Chicago. The standard 5/8 ID lead in the house fitting will cost $27.75 + tax , just did one myself last week... good luck Looks an awful lot like the fitting pictured above but with an added external compression at the end where you insert the lead pipe hold the lead pipe in place.
