I have an old craftsman 11hp lawn tractor and I would like to know if it's normal that the blades run constantly and if it's not how do I adjust the mower deck to make them fully disengage?

Josh, you more than likely have an engagement pulley lever that is not moving as it should. Check and lubricate all moving components on the deck.
