I would like to assume that you know what you would like to do as an IT professional. Do you? If you do, then you just answer what you would like to do and what you would like to happen in your pursuit in your career as an IT professional.

Start by looking at the various jobs in your organization. What is the next step in your current career path? A short term goal might be to get promoted to this position. For longer term goals, think about your skills and interests and look around your organization to find a job that matches your interests. You can then work with your manager to build a professional development/training plan to help you reach your goal.

Career Aspirations or Goals are typically documented in your career development plan.
Here's a good format to use:

Short Term Goals:
This is a statement which describes your short term goal(s). What you want to accomplish in the next year. This could be increasing a particular skill, completing a specific project, etc.

Long Term Goals:
This is a statement of what you want to achieve in the next 2-5 years. This could be achieving a promotion, moving to a different organization, getting a professional certification, etc.

After you've documented your goals, your next step is to discuss with your boss and gain his/her agreement. Then you can work out a plan of action to achieve your goals.
