Hey my girlfriend is coming down the first weekend in May. I haven't seen her in 3 months, so does anyone have any ideas on how I can really surprise her, and make her just never want to leave?

If she is a Teen then you shouldn't be doing ANYTHING to make her not want to leave.

I do non-sexual things to her all the time that make her want to c me and wish she still lived here. It doesn't have to be sex

I'm assuming you two used to go to school together and she moved away, yes? Or something like that? At your age, I'd caution you to not try and "make her never want to leave."
It's a sweet sentiment, but darlin, you're not at the point in your life (emotionally or financially) for her to never leave...
Ok, what I would say is plan some kind of get together for all of your mutual friends on the Saturday that she is visiting. Make it a surprise party just for her - make her the Queen for the Day. Get all of your friends together and hang out. Have a blast. Make it about her and the common things that you all had when she was living there. After the party, maybe go get ice cream and walk in the park.
Don't stress out about her visiting you. It will be exciting to see her again, but don't stress.
(Keep up "not doing the sexual stuff"... you're too young for that and you have too bright a future to begin that stuff now. Kudos for that.)

Prom is that Saturday night so we're going gto that, what could we do after prom (non sexually) that could show I love her and to be physical w/ her at the same time??

Hmm... Does it have to be after? I mean, you could treat her like royalty that whole day and have the prom the culmination of a Day of Pampering!
There is so much you can do for her... a nice picnic in a special place with her favorite meal, a coupon book of little things that you'll do for her (one free ice cream on me or one night of watching your favorite movies), etc.
I know what "after the prom" is... as do you, you're not clueless. The thing about "after the prom" is that all your emotions and hormones are running wild and there is a beautiful girl in a beautiful dress that you're head over heals for and things happen that you didn't intend. If you want to do something after the prom but you are aware of the fact that you don't want to do anything sexual, then make provisions for that.
Make a reservation at a nice, but inexpensive restaurant for after the prom... or... if there isn't one open, make your own... seriously, it may sound cheesy, but in the pursuit of love, nothing is too cheesy! (ok, pushing a meatball to your girl with your nose, THAT would be cheesy, but you get me)
I'm going to go out on a limb here and suggest something that others may say is way too old-fashioned and/or cheesy for present day teens...
Make your own French café or Italian bistro... ask people you know (maybe not going to the prom... or even... gasp... your parents? ) to be the maitre'de, the waiters, etc. set up a beautiful table on your back patio with candles and soft music. And serve her dinner. A special, unique dinner just for her.
Maybe too cheesy, but boy... that would seriously melt my heart ! :)

Well I had planned on treating her like a queen all day. She's my queen. So I may try that coupon thing that sounds pretty cool (and good if your a little low on cash lol)

Coupon books are always great... and they offer a sense of stability, too. Almost a promise that you're not going anywhere... and when all the coupons are gone, the next book will be even better.
Be creative with the coupons! :)
