If I make under $4,500 a year and MD does no with hold any taxes why does my estimate say I should owe? And it's not a small amount either. It's more than the percentage that should be collected. Am I just confused. It doesn't make sense that if my job doesn't withhold any tax, that I should owe tax.:confused:

Any work you do requires paying taxes. When an employer does not withhold taxes, it's a good idea to set aside 10% of your pay just in case. The amount owed is frequently something we don't plan for. Then it seems like a huge amount.
I could be wrong. Find someone who can help you figure your taxes. If you do owe, pay! The government adds nasty interest to unpaid debts.

Are you an employee or an independent contractor? Did you get W2 or 1099-Misc?

You don't owe any income tax to MD unless your annual gross income is at least $8750 if filing single, or $17.5K for a joint return. That's why your employer doesn't withhold anything at all, as your annual wages don't reach this amount. Unless you have some other source of income it seems that you shouldn't have to pay any estimated taxes. When you say your "estimate" says you should pay, just what are you referring to? Is this from using TurboTax or some other tax prep software?
