My spouse just found out that he might has a child after over a year. She lives in Idaho and he lives in nj. He wants to sign over parental rights. Will that be allowed and he won't have to pay child support?
I mean he had no knowledge of it or input and now she wants him to be there I don't think he should have a problem with having them removed besides we already have 2 kids together it wouldn't work. Please answer

He could sign over his parental rights, but even if he does, she can get an order for child support and he will still have to pay it.

Well, the input he did have came through his fertilization contribution.

You can of course insist on the DNA testing/identification, and try to fight about support issues in court, but my understanding is that courts will in most cases require support payments once paternity is established.

He can request that he can sign over his rights, normally the mother has to agree and also the judge. But this does not stop the obligaton to pay child support, that will contine unless the mother has a new partner that wants to adopt.

So yes ask for DNA proof but if he is the father, he will be paying a check every month.
