Trying to hook up my:
Old tv (but i do have a amplified rf modulator)
To a dvd/cd player
To a recoton fred stereo decoder/amplifier

All so i can hear the tv through the stereo and also play cd's

"Old" describing the TV doesn't provide much to go on.

IF the TV isn't too old you should connect the yellow video and the red and white stereo audio cables to the corresponding inputs on the TV. The connectors on the TV normally have color plastic for those connectors as well as labels so you can tell which are which. Some DVD players come with a cable, but if yours didn't electronic stores and many discount department stores sell cables that combine composite video and the two stereo connectors (three plugs on each end) in the same cable.

If the TV is limited to RF input you would have to connect the video and audio cables to the RF modulator then connect the RF modulator to the antenna input on the television. To get stereo sound from this configuration you would need a RF modulator with stereo inputs.

Then you would need to connect a stereo audio cable, again from an electronics or discount department store, from stereo outputs on the TV to inputs on the stereo/radio tuner/audio amplifier. If the TV lacks stereo outputs you would be able to connect the soud output from the DVD player directly to the tuner/amplifier, but that would only provide stereo sound for programs you play on the DVD player (no using the tuner/amplifier for live shows from antenna, cable or satellite with this bypass though).

Just about every DVD player has the ability to play ordinary music CDs. Many also have the ability to play CD-Rs containing MP3 audio files (at SOME loss of quality but these can contain more hours of music) or even display digital photos that are saved on a CD-R in JPEG format as a "slide show". The resulting Audio, or still pictures as applicable, will be played on the same devices where DVD movies are played.
