We recently bought a house with a finished basement. There is mildew on all the paneled walls. We have recently purchased a dehumidfier but that is not going to get rid of what is there. Is there a simple way to get rid of the mildew and it not continuing to grow through any paint that I might use.

I suggest you start there. Once that problem is solved, the mildew can be solved afterwards (or will solve itself).
Note : I know about houses where mildew problems got so big, that the house had to be demolished in the end.
So the earlier you solve the waterproofing...
