Check your local Auto supply store, they have products just for the purpose to help you pass emissions. Comes in the form of an oil additive. You put it in just before you go for your inspection. Of course you need to drive just enough to allow it to "work its way thru". I used to have an '86 Sentra so I had to get creative.

However, this would just be a quick fix to pass your inspection-- anything beyond this, you may need to check your friendly local mechanic.

I think you need a tune up and tell them that your cylinder #4 is misfiring. Hopefully you don't have to have the cylinder replaced or the catalytic converter.

That ignition system has a coil per cylinder, all powered from the same source.
You could get away with just new spark plugs, but you may have a different issue: injectors could be sticking.
But it could be a mechanical concern inside the engine. Have this diagnosed before deciding where to spend your money.
Start with a minor tune: spark plugs. And see where that leads.
