I like to help you with this problem, but first please explain what you mean with : "the center piece spins before the tub is filled".
You mean filled with water?
You mean washing action or real high speed spinning? (real spinning is not allowed/possible with water in the tub).
Also : how do you relate "clothes being still wet" with how wet they were before this problem arose?
