Replaced the fuel pump and fuel filiter on a 91 Honda Civic 1.5. I don't believe the fuel is reaching the throttle body. The car rotates but won't start. I am getting a spark. I have trouble shooted other possibilities every thing checks out with the Manual.

Attach a fuel pressure gauge to the T/B to see if you're getting fuel pressure. If you are, then check for good power at fuel injector. If it's getting power, you'll have to test the injector with a noid light to see if the computer is giving it ground to fire.
If you're not getting fuel pressure, then you'll need to check to see if the pump is getting good power and ground. If it's not, start at the relay and work towards the pump.

From my experience, 90%+ of "crank but won't start" situations are electrical-related. I suggest you run through the tests in Sections A and B below:

If the CEL comes on and goes off normally, and you can hear the fuel pump run, test/replace the Ignition Control Module and coil. Should the problem persist, the sensors in the distributor may be bad (which is common) and warrant replacing the distributor housing. I recommend only Honda distributor housings, based on experience.
