Tell them that the terms they want are not acceptable to you and that at the end of 30 days, (or 60, depending on what state you live in or local laws, you can easily Google search them) you will move out if they will not rediscuss the terms with you, and get a written lease of they do so.

Agree to their terms, move or try to negotiate a better deal. There is nothing illegal to having the tenant pay utilities, especially if you are renting a house.

Yes, you have no choice but to do as Scott said, accept it, move or see if you can work out a better terms with them

Unfortunately the landlord is calling the shots now since you don't have a written lease to fall back on. Possibly the landlord didn't realize just how much money the eletric, water, garbage, and sewer would run them monthly. Plus cutting the grass. If they provide the mower, why not mow it yourself? Maybe they didn't rent the house out before and had no idea just what the monthly costs for the utilities would be and now they're panicing about the costs. Try and negotiate something with them as a last resort or prepare to move. If you do agree to pay for the utilities, insist that you get a copy of the current bills that are to be paid - don't just take their word about how much the electric bill is, etc.
