Who creates the waves in an ocean ? Is it wind or anything else?

More so 'what', not 'who'. The wind, underwater currents and butterflies.

Actually it is the mild tremors/earthquakes at the ocean floor which initiate the waves. The height of the wave depends on the depth of the water. As they progressively move further towards the shore the waves become higher give rise to surfs. Hence though it is more windy in the clear ocean the size of the waves is very small as opposed to the sea shore.
Winds and the currents also influence it.
