How high is the temperature gauge supposed to rise on a 2000 Impala LS 3.8 when fully warmed? Would a stuck TCC cause a car to overheat?

The gauge should be near the middle of the display.
A TCC that is stuck OFF won't cause overheating, but if it is stuck ON will radically effect drivability. Namely stalling. It can perform like a car with a standard transmission that stalls if you stop without pushing in the clutch. Once the car stops and stalls, the TCC usually releases until it is applied again, through driving, then repeats the process again.

Take your car to an ASE certified repair shop and have these symptoms diagnosed.
Doing this now will save you more expensive repairs in the long run.

I have an impala 2000 and the temperature gauge says its overheating should I replace the thermostat?

Normally, replacing the thermostat does not solve the problem. If your preventive maintenance program hasn't been good, or if you have been using tap water in the system, your radiator may need replacing. Phosphate scale build-up is a major problem in cars overheating today. Flush the radiator and heater core and go from there.
