That depends on why you want them.

If you want them for a court case in which the phone records could be evidence, then you could subpoena for them, of course.

If you want them to see if your boyfriend has been calling that slut on the side when you're not around---not a chance.

Only if you are an authorised person for the company in question.

It has been covered farily well, if you own the account or if you are a authorised manager to see the records then you can get copies.
If you are not then you will have to have a legal reason, be invovled in a court case and ask for copies using discovery of evidence.

You can if you are authorized to do so, which you probably aren't why do you want it anyway?
