Hello Out There!
I want to paint my vinyl shutters. They currently have an enamel paint on them. I painted one with the latex exterior paint that I want to use, but it feels rubbery and it's not sticking very good. Do I need to strip the enamel off or sand it? I guess I need to know how to prepare the surface for painting? Any advise would be helpful.

If the paint does not stick well, sanding shutters is difficult...

Here's a product I've used in the past and it works well:

Just brush it on and it chemically "roughens" the surface so the paint will stick better.
