Carry some small treats with you (like small bits of cooked white meat chicken) when she is on leash, and use them to lure her forward a few steps at a time. Avoid tension on the leash if possible and use a command such as "let's go" in a soft happy voice. If she only gets the treats when on leash, she should start to associate the leash with something good. Gradually increase what she needs to do to get the treat (five steps forward instead of two, etc.) until she will walk with you comfortably. Gradually fade out the treats and substitute praise for walking on a loose leash. Hope this helps!
