Holding hands or touching your leg is not the same as rubbing your breasts, one is wanting physcial contat, feeling close, the other is wanting to move more into a sexual touching. Now nothing wrong if both of you are at that level but obviously TV is not on his mind.

He can only do what you let him, so learn to say no sometimes as he will take it as a green light to feel more. Set your boundaries and stick to them. Make him respect you.
