Nope, you can't force her, and believe it or not, that's a GOOD thing, overall.
However... you CAN take her to court for child support. And back support.
Get a lawyer. It's possible that you can use child support as a lever to get her to sign over her rights so that you can adopt (you ARE planning on adopting, I hope) by offering to drop the child support charges.
You're going to NEED a lawyer, though. It'll be worth the cost in the long run.

Legally she does not have to pay child support because she is on general assistance and has two other children and a doctor excuse not to work... I tried the state of Mn will not help any...

Is there a court order in place? Has your boyfriend sued for complete custody? What does the COURT say about child support?
You're seriously going to need a lawyer. It could be ruled in the child's best interests for parental rights to be severed... but I doubt it. Courts don't like to take that step unless there is damaging influence on the child. This is about what's best for the child, in the long run. A lawyer will be able to help you come up with the right approach for that.

Yes We have a lawyer. When we went for Full Custody when he was 7 months because she had left him in his crib all the time and never home and always exposed herself with other men in front of all three of her children. She never showed up to the court date so we won Full Custody and the judge Deemed her physically and mentally UNFIT to take care of a child and she has Supervised visitation 2xs a week for 2 hours a day but she has never taken advantage to that and hasn't seen him.
