I am wiring a shop building. I have a 200 amp panel. How many outlets can be placed on a 15 amp breaker? The building is divided in to two separate spaces. How many outlets will be required to meet code?

What is a "shop building"? What will the spaces be used for?
Is this residential or commercial?
For residential there is NO limit on the number of receptacles on a circuit. We simply use common sense based on the intended use of the receptacles.
Commercially there is a limit.
If this is commercial, are you licensed and qualified to do this work?
Also, location has a LOT to do with it. Some areas DO have residential limits to the number of devices and fixtures on a circuit.
We need quite a bit more information to help you accurately.

I am wiring a shop building in Washington. The building is for residential use. Half of the building will be an art studio for my wife with a need for excellent lighting. And the other half will be a wood shop. I have a 200 amp panel. Can I place 8 outlets for connecting fluorescent lighting on a 15 amp circuit? I have chosen fluorescent light for the full light spectrum ability.
