I can not remove my 30 watt floodlight bulb. It and the receptable (part it screws into) both turn when I try to remove the bulb. I can not get it out and no tool can grab inside to hold any of the components. What do I do?

Sounds like you may need to take the receptable ( fixture) down and apart to hold it. Part of the danger is that is the receptable part is turning, the wires attached to it are turning and it can break or short these wires. So at this point the fixure needs to be inspected for safety.

What type of fixture is it? Sounds like that you will have to remove the fixture and tighten the nut holding the bulb holder.

If it is in a position where it requires trying to repair -- while standing on a ladder
I think the best way is to kill power -- and take the fixture down to work on it
Working on the ground helps you think better -- and it is much safer
Maybe you can hold the ceramic ring and tighten the fixture to the base --
Then use leather gloves to grip bulb and base while removing bulb safely

In a safe manner turn off the power to it take the fixture down chunk it in the trash and replace with a new on its a lot easier and less time consuming and more safer than reusing one that might short out and cause a fire.
