I have a small claims judgement and issued a garnishment. He has another outstanding garnishment taking place from another district. Because it was entered first I am in line and because it is from another district there is no splitting of the garnishment at this time.
Do I have any other options? He doesn't have assets. Can you garnish a bank account? Doubt he has much money saved. Can you get info about bank balance?

Yes, if you know where he banks you can attach the account.

Is attach like a garnishment? Does it work just like a garnishment? What documentation do you need?

Yes, you need to go back to the court to get a court order (writ of garnishment/atachment) that lists the bank and possibly the account number. Then have it served on the bank.

Can you ask the bank or the employer about the bank account number etc.
Do they take regular payments from the bank account just like a garnishment?

No, you have to find that yourself. And no, they take whatever is in the balance.
