Well I do a lot of photography, and am looking to sell pics over the net as id never be able to afford to rent a shop!

Couple ideas to consider:
Free option: You might try one of the many freebies out there just to get your feet wet:
free website providers hosting business webpages (http://www.freewebsiteproviders.com/free-business-webhosts.php)
Cheap option: is pick up some software (Microsoft FrontPage is a good, inexpensive one), learn the ropes and make the site yourself

Selling photographs can be an issue because its too easy to download the samples from the site. I would suggest checking in photographer trade journals. I'm sure there are people who run sites speciailly for photograhers that take rights management into account.
I am curious, though, why you never followed up on the responses to your other questions. At 17 or even 21, you would seem to be on the young side to be a professional photographer.
Regarding personal website, there are many sites offering free website setup, but as per their rules you can not use them for business on most of the sites. Some of the sites are Free Web Space and Site Hosting -- Freeservers.com (http://www.freeservers.com), www.mysite.com, Web Hosting, Free Web Hosting and Web Tools from Bravenet.com. (http://www.bravenet.com) to name a few. If you want a business site you might have to purchase a domain first and then a web hosting package. The above sites also offer paid packages including domain booking. If you need any further help do write to me. I too have personal websites but for personal use only.
