Try either using the monitor on a different computer -- make sure it is works good.

Or a different monitor that you know definitely works -- to isolate problem to computer.

If it's not a problem with your monitor - it's probably with your graphics card (or onboard graphics).

Then it is time to try a different graphics card to see if that fixes the problem.
