I've got a Bryant 394G furnace and the blower hesitates to turn at times and I have to manually go and turn the squirrel cage to get the blower to blow the heat through the house, sometimes it will continue to turn on it's own most times I have to go do this at least 3-5 times a day, what's the problem and how do I fix it?

The centrifugal start switch is bad or the start capacitor is bad. I don't believe the former is used typically on residential HVAC systems.
This assumes that the motor spins freely and the bearings aren't binding.

Sounds like a bad run capacitor to me and a cheap part at that. It may set you back $5 or $10. The motor won't start with out it and if you do get it to start it will over heat.

I re-read his problem and I think it's a little hard to tell from his description if it's the start or run cap. It's probably a dual cap anyway and, of course, it can be replaced with singles.
Start caps - cause the blower to start
Moving the motor shaft manually acts like a start cap
Run caps - cause the blower to run
The heat might turn off/on 5x a day, so that's the reason he goes downstairs (start cap), but then he said sometimes continues to turn which suggests the run cap.
I think we're both partially right.

No start capacitor on that unit only run capacitor.
