Does someone who has a full time job; is supposed to miss work because needs to do community service hours?

Well, you don't have to miss work. If the Court specified community service which interferes with your work schedule you can ask to have another community service ordered. In most places you get a very comprehensive list of places you can "work" and it covers various hours and locations.
Or you can work, skip community service and go to jail.

There should be after normal working community service jobs available for you to do. You can also do your community service on the weekends. Or you can spend some time in jail. Speak up and talk to someone about changing around your commitment you must do.

Yes, the court first does not care when or how you normally do the work, unless the judge ordered some specific duties or unless your local court only offers some limited community service.
I have seen some judges order you wash cars at the police station on Saturday morning, he was specific, If they merely said to do 100 hours of community service, then you arrange work at the homeless shelter on evenings or weekends if you work days, or schedule it for when you are not working. Now if you want to take off work, and the boss will let you to take off, then there is no reason you can't do that either
