I use to be able to jump start my car, So I bought a new battery thinking that was the problem. I changed the battery, and bought to new terminals for it. I still have nothing. My step dad cut the wires for the positive and negative, and put them back into the terminals still no power, no lights, not even a clicking noise when I turn the key. There is abolsutly nothing at all. What else could be the problem as to why the car isent receiveing any power what so ever?

It is possible that something is draining the power. You said you used to be able to jump start it with the old battery right? How about with the new one??

Make sure the negative cable is tight where it connects to the engine block, also check the terminal on the starter that the positive wire connects to. It could be corroded.. other power for the car connects here also and it could be very badly corroded.

. Test all under-hood and under-dash fuses with a test light or multimeter:
