My nieces father said he would sign custody over to me. Does that mean that he won't have a say in anything I do with her or for her?

No, it doesn't. One can't give away the rights to and responsibilities for his child. If you are able to gain custody of your niece, you may need to apply for guardianship of her person and property. Both father and mother would be entitled to notice of this action.
