I am looking for a title to a movie from the 80's. It is about a man who goes to the city for a job interview. When he comes out a fence is around his car and he can't leave the city. At night its like the city shuts down. He ends up being chased by a gang and is trying to hide underground. These are the details my mother has told me. If anyone knows this movie please let me know. She has been trying to find out for years.

This probably isn't it, but it is what I immediately thought of, his car isn't fenced in, but rather it is gone, and there are a lot of fences around. He does get in the middle of a lot of gang activity in the movie.
