Can I file my husband as a dependent if he does not work because he is permanently disabled but he receives ssi?

No, but you can file JOINTLY with him. It may cause SOME of his SSDI to be taxable, but not much.
Recommend you prepare the returns BOTH ways: Filing jointly or you filing separately and claiming his exemption because he has NO taxable income (SSDI does not count in that case) and is therefore NOT required to file.
Then compare the results.
