I had to shut off the water in the house and drain the lines when I installed a new water heater.After the installation and the water was turned back on I noticed the upstairs toilet bowl was not filling up to the same level.Now
When you flush there is a large air bubble that "burps" from the front of the bowl.The toilet still flushes but not as well as it did.What could be causing this and how do I fix it?

There is no way that turning off the water in your home would affect both the tank fill and the bubble that you're experiencing. The bowl fill is helped by the little white tube that runs from the top of the ball cock to the overflow tube. Make sure it's connected and that water is coming out when the ballcock is filling.
Bubbles indicate a partial blockage in the toilets drain line. What's happening is that the flush hits the clog and bounses back sending a bubble of air ahead of it. This is a drainage problem and not connected with the water supply in any way. I think you just ran into a coincidence. Regards, Tom
