I know that there are professionals who will make my child's father take a paternity test, but if I have his name and the city and state that he lives in, how can I locate him or his family?

Actually only the court can order the man to take a DNA test.
If he has a uncommom last name, a simple phone search may find him or relations.

Well, you found this site to ask the question. So, you obviously know how to navigate on a computer. First off, I would start by typing his name in to a bunch of different search engines, see what pops up. Also, look in the phone book for the town, you might get lucky. Or use a site like White Pages Phone Directory with Free People Search (http://www.whitepages.com)
Second, use one of the people finder sites. Some of them let you look up the name, and it will give you the name, age, (if there are others with that name) and possible relatives of that person. If you find him, you can purchase the address, phone number etc. for a small fee. The more info. You want, the more you'll pay. But a name, address and phone number is usually less then $10 to get, and it's easy as pie.
Third, try to find him via publication. Put a small add the home town paper, offer a small reward for information about him. (You don't have to give an amount, and you decide how much the info was worth to you. Most people will tell you their life story for $10 - $20, you know what I mean? LOL)
Fourth, if you think he may owen property, do a property search for his name? You can do that online too, at most counties in each state now.
