WasherIssue

I am planning to move my first floor clothes washer into the basement. There is a 4" soil stack I would like to drain the washer and a new laundry sink into. Can I use the clean out on the stack to drain into. It is approximately six inches off the slab. The stack is pvc but I am reluctant to cut into it if I do not have to.
It was my intent to have the set up be the 4" stack with a T-Y from it to a 2" drain pipe with a p tap, the laundry sink, the next in line would be a 2" drain pipe to a p trap to a 36" - 38" high 2" stand pipe for the washer drain. Do I need a separate vent anywhere in line from the washer to the soil stack?
Any help would be appreciated.
