I have a 1996 Buick Regal Custom, V6 3.1 Liter, my problem is when I turn the ignition, before I get to a position where the lights on my HUD come on my blower for my AC kicks on. Is this caused by a short in one of my fan motors or could it be a possible fan or blower relay problem? This has been draining my battery for sometime, I have replaced the battery numerous times and have just replaced the Alternator as well, so I know those 2 are not the problem.

It could be the ignition switch, check the voltage

Check what voltage, and where?
Where is the fault you seem to be looking for?

Depending on where the vehicle has been during it's life, the after-blow enable bulletin may have been done. In southern climates, this feature is likely to have been opted for! Is there a small sticker under the hood? About the size of a large postage stamp? That sticker may indicate that the bulletin has been performed for this vehicle.
Be advised: You may have a fan control relay that is stuck in the on position.
The ignition switch cannot inadvertently short power to the fan motors.
If the condition were battery run-down occurs, you may want the after-blow feature disabled. But pin-point diagnosis should be done. A sticking relay can cause the same battery run-down. Let us know.
