Can I adopt my 17 year old nephew? I am the providing his needs from basic needs and his education

At 17 why would you want to adopt him? If you are asking so you can claim him on your taxes, you don't need to adopt to do that. Just make sure you can prove you provided more than half half his support.

He is living with me when he was 4 until 14 years old. I left him in the philippines but still I am the one who provide his needs. I want to bring him here in canada.

At 17 if you hurry you should be able to, his mom and dad will have to be OK with it. Once they turn 18, normally you can no loger adopt.

But you should get an attorney, snce the courts may be sort of iffy on it

Check with local Family Court. You may have to have yourself appointed Guardian.
