We were served a civil summons last night over 7685.00 credit card debt we are not denying the debt what I need to know is can we settle this debt out of court and what is a fair amount to offer and will the lawyer set up payments for us.

A lot depends on whether the debt has been sold and how many times. If it has been they might accept 50-75% as a lump sum.

I can't say whether you would or wouldn't. You DO need to answer the summons with your Intent to Defend. You then send a copy of that to the plaintiff with a request for verification of the debt. In the cover letter you indicate that if the debt is verified you would be willing to discuss a settlement.

ScottGem is right. While settlement is always theoretically possible it is ultimately up to the parties to make it happen.

Almost all creditors are willing settle provided a debtor offers terms that the creditor deems acceptable.

A good settlement will be better than having a judgement entered against you.
